8/4/2017
by MC1 Derek Stroop,
Commander, Submarine Squadron 11 Public Affairs

SAN DIEGO (NNS) -- Capt. Christopher Cavanaugh relieved Capt. Brian Davies as commander, Submarine Squadron (COMSUBRON) 11 during a pier side change of command ceremony held aboard the Los Angeles-class fast attack submarine USS Pasadena (SSN 752), Aug. 3.
Commander, Submarine Force U.S. Pacific Fleet (COMSUBPAC) Rear Adm. Frederick J. Roegge was the guest speaker and recognized Davies for his leadership and accomplishments as commodore of the squadron.
"Commanders like Brian Davies are expected to build preeminence by using awesome authority and accountability of command," said Roegge. "Brian and the men and women of SUBRON 11 are tasked to ensure their submarines are maintained and modernized to remain the world's most capable. SUBRON 11 is a uniquely wonderful but challenging responsibility. Only our very best will be assigned as commodore here, Brian and Kacey are our very best people."
Following his remarks, Roegge awarded Davies with the Legion of Merit.
"I have been blessed to have such a dedicated, resourceful, competent, and selfless team," said Davies. "Every day these men and women dedicate themselves to the mission of manning, training and equipping our submarines and undersea rescue command. They are a fantastic group that get the job done and have fun while doing so."
Davies and Cavanaugh officially turned over command following the reading of orders and assumption of command. Cavanaugh acknowledged Davies for his generous leadership during his command tour.
"I continue to be impressed by the way you build high performing, enthusiastic and sustainable teams, which you have done here at squadron," said Cavanaugh. "You're one of the most effective leaders in the submarine force, and although I have big shoes to fill, there's no one else I'd rather follow into this assignment."
Cavanaugh is a native of Convoy, Ohio and graduated from the United States Naval Academy in 1993 with a degree in Mechanical Engineering. Following his commissioning, he attended the University of California at Berkeley, earning a master's degree in Nuclear Engineering. He later earned a second master's degree in Foreign Affairs from the Catholic University of America in Washington, D.C. and was selected as a Massachusetts Institute of Technology Seminar XXI fellow.
His sea duty assignments include serving as division officer aboard USS Portsmouth (SSN 707), engineer aboard USS Charlotte (SSN 767) and executive officer aboard USS Asheville (SSN 758). He commanded USS Albuquerque (SSN 706), leading a crew that completed two Western Pacific deployments, earned a Navy Unit Commendation and was awarded the 2013 Battle Efficiency "E" for COMSUBRON 11.
His shore assignments include serving in the Strategy and Policy Division for the Chief of Naval Operations, squadron engineer for COMSUBRON Three, submarine executive officer detailer at Navy Personnel Command, and as Deputy Director for Nuclear Propulsion Programs for the Chief of Naval Personnel. Most recently, he was the Program and Budget Branch Chief for the Chairman of the Joint Chiefs of Staff.
COMSUBRON 11 is located at Naval Base Point Loma in San Diego and consists of five Los Angeles-class fast attack submarines, the floating drydock Arco (ARDM 5), Submarine Learning Center Detachment San Diego and Undersea Rescue Command. The squadron staff is responsible for providing training, material and personnel readiness support to these commands.
